Annak \u00e9rdek\u00e9ben, hogy egy ingatlan megfelel\u0151 \u00e1llapotban maradjon, m\u0171szaki \u00e1llapotfelm\u00e9r\u00e9seknek kell al\u00e1vetni. \u00c9rdemes miel\u0151bb felismerni, hogy a rendszeres \u00e9p\u00fclet ellen\u0151rz\u00e9s semmik\u00e9ppen sem kiz\u00e1r\u00f3lag formalit\u00e1s, hanem mindenekel\u0151tt az ingatlanban lak\u00f3k biztons\u00e1g\u00e1t garant\u00e1lja. Az \u00e9p\u00fcletek m\u0171szaki ellen\u0151rz\u00e9s\u00e9nek szab\u00e1lyait szab\u00e1lyoz\u00f3 legfontosabb dokumentum a <\/span>1997. \u00e9vi LXXVIII. t\u00f6rv\u00e9ny<\/span><\/a> (\u00c9p\u00edt\u00e9si t\u00f6rv\u00e9ny vagy \u00c9tv.). Az 54. p (2) bekezd\u00e9se szerint \u201e<\/span>a tulajdonos, haszn\u00e1l\u00f3 vagy \u00fczemeltet\u0151 k\u00f6teles az \u00e9p\u00edtm\u00e9ny \u00e1llapot\u00e1t, \u00e1ll\u00e9konys\u00e1g\u00e1t a jogszab\u00e1lyokban meghat\u00e1rozott esetekben \u00e9s m\u00f3don id\u0151szakonk\u00e9nt fel\u00fclvizsg\u00e1ltatni, \u00e9s a j\u00f3 m\u0171szaki \u00e1llapothoz sz\u00fcks\u00e9ges munk\u00e1latokat elv\u00e9geztetni<\/span><\/i>\u201d.<\/span><\/p>\n

Ezek mellett, \u201e<\/span>az \u00e9p\u00edtett k\u00f6rnyezet elemeit <\/span><\/i>(a k\u00f6zter\u00fcletet, az \u00e9p\u00edt\u00e9si telkeket, \u00e9p\u00edtm\u00e9nyeket, \u00e9p\u00edtm\u00e9nyr\u00e9szeket, \u00e9p\u00edtm\u00e9nyegy\u00fctteseket, burkolt \u00e9s z\u00f6ldfel\u00fcleteket) – a j\u00f3 m\u0171szaki \u00e1llapot folyamatos fenntart\u00e1sa mellett – csak a jelleg\u00fck szerinti rendeltet\u00e9s\u00fcknek, a r\u00e1juk vonatkoz\u00f3 el\u0151\u00edr\u00e1soknak \u00e9s hat\u00f3s\u00e1gi enged\u00e9lyeknek megfelel\u0151 c\u00e9lra \u00e9s m\u00f3don szabad haszn\u00e1lnia<\/span><\/i>\u201d. <\/span>Teh\u00e1t, az \u00e9p\u00fclet m\u0171szaki \u00e1llapot\u00e1nak \u00e9s eszt\u00e9tikai \u00e9rt\u00e9k\u00e9nek roml\u00e1sa megakad\u00e1lyoz\u00e1sa v\u00e9gett gondoskodnia kell azok fel\u00fclvizsg\u00e1lat\u00e1r\u00f3l.<\/span><\/p>\n

Hogyan lehet el\u00e9rni ezeket a c\u00e9lokat? Egyszer\u0171: a tulajdonosnak, haszn\u00e1l\u00f3nak vagy \u00fczemeltet\u0151nekrendszeresen ellen\u0151riznie kell az \u00e9p\u00fcleteket az arra felhatalmazott szem\u00e9lyekkel. Kezel\u00e9s\u00fcket \u00e9s az esetleges korszer\u0171s\u00edt\u00e9si munk\u00e1latok tervez\u00e9s\u00e9t tov\u00e1bb k\u00f6nny\u00edtheti a <\/span>BIM-technol\u00f3gia<\/span><\/a> haszn\u00e1lata, amely hozz\u00e1f\u00e9r\u00e9st biztos\u00edt az \u00e9p\u00fclet teljes \u00e9s mindig naprak\u00e9sz adatb\u00e1zis\u00e1hoz.<\/span><\/p>\n

Az ingatlan kezel\u00e9s\u00e9\u00e9rt felel\u0151s szem\u00e9lynek nem szabad megfeledkeznie arr\u00f3l sem, hogy az \u00e9p\u00edtm\u00e9ny minden m\u0171szaki \u00e1llapotfelm\u00e9r\u00e9s\u00e9t az \u00e9p\u00edt\u00e9si k\u00f6nyvben r\u00f6gz\u00edteni kell.<\/span><\/p>\n

Mikor kell elv\u00e9gezni egy \u00e9p\u00fclet m\u0171szaki ellen\u0151rz\u00e9s\u00e9t?<\/span><\/h2>\n

\u00a0<\/span><\/p>\n

A magyar jogszab\u00e1lyban nincs olyan konkr\u00e9t szab\u00e1ly, mely az \u00e9p\u00fcletek m\u0171szaki vizsg\u00e1lat\u00e1nak meghat\u00e1rozott id\u0151k\u00f6zeir\u0151l sz\u00f3lna. Ehelyett, a <\/span>312\/2012. (XI. 8.) Korm. rendelet<\/span><\/a> az \u00e9p\u00edt\u00e9si beruh\u00e1z\u00e1sok kivitelez\u00e9s\u00e9nek szab\u00e1lyair\u00f3l \u00e9s a m\u0171szaki ellen\u0151rz\u00e9sr\u0151l ad \u00e1ltal\u00e1nos szab\u00e1lyokat az \u00e9p\u00fcletek m\u0171szaki ellen\u0151rz\u00e9s\u00e9vel kapcsolatban.<\/span><\/p>\n

\u00a0<\/span><\/p>\n

A 312\/2012. (XI. 8.) Korm. Rendelet nem tartalmaz olyan meghat\u00e1rozott kik\u00f6t\u00e9st, ami az \u00e9p\u00fcletek m\u0171szaki ellen\u0151rz\u00e9s\u00e9re k\u00f6telez bizonyos id\u0151k\u00f6z\u00f6nk\u00e9nt. Azonban a 7. \u00a7 (2) \u00e9s (3) bekezd\u00e9sei r\u00f6gz\u00edtik, hogy az \u00e9p\u00edtm\u00e9ny tulajdonosa, haszn\u00e1l\u00f3ja vagy \u00fczemeltet\u0151je k\u00f6teles az \u00e9p\u00edtm\u00e9ny \u00e9s a k\u00f6zm\u0171vek \u00e1llapot\u00e1t rendszeresen ellen\u0151rizni \u00e9s karbantartani. A m\u0171szaki \u00e1llapotfelm\u00e9r\u00e9s id\u0151k\u00f6z\u00e9t \u00e1ltal\u00e1ban az \u00e9p\u00fcletre vonatkoz\u00f3 tervez\u00e9si \u00e9s kivitelez\u00e9si dokument\u00e1ci\u00f3k, a szakmai szabv\u00e1nyok vagy a helyi \u00f6nkorm\u00e1nyzati rendeletek hat\u00e1rozz\u00e1k meg.Emellett, \u00e9rdemes tudni, hogy az egyes \u00e9p\u00fcletek \u00e1llapotfelm\u00e9r\u00e9si id\u0151k\u00f6zeit \u00e9s k\u00f6telezetts\u00e9geit gyakran a helyi \u00f6nkorm\u00e1nyzatok saj\u00e1t rendeletei szab\u00e1lyozz\u00e1k.<\/span><\/p>\n

A konkr\u00e9t ellen\u0151rz\u00e9si id\u0151k\u00f6z\u00f6k \u00e9s gyakoris\u00e1g meghat\u00e1roz\u00e1sa a helyi \u00f6nkorm\u00e1nyzati rendeletekre, valamint a szakmai szabv\u00e1nyokra h\u00e1rul. Ezek szerint az \u00e9p\u00fcletek m\u0171szaki ellen\u0151rz\u00e9se egy sor tev\u00e9kenys\u00e9get foglal mag\u00e1ban, mint p\u00e9ld\u00e1ul az \u00e9p\u00fcletszerkezetek, \u00e9p\u00fcletg\u00e9p\u00e9szeti rendszerek \u00e9s k\u00f6z\u00fczemi h\u00e1l\u00f3zatok vizsg\u00e1lata, a t\u0171zv\u00e9delmi \u00e9s vill\u00e1mv\u00e9delmi berendez\u00e9sek \u00e1llapot\u00e1nak ellen\u0151rz\u00e9se, valamint a k\u00f6rnyezetv\u00e9delmi szempontok figyelembev\u00e9tele.<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Az ellen\u0151rz\u00e9sek c\u00e9lja, hogy biztos\u00edts\u00e1k az \u00e9p\u00fcletek biztons\u00e1gos \u00e9s megfelel\u0151 m\u0171k\u00f6d\u00e9s\u00e9t, illetve, hogy megakad\u00e1lyozz\u00e1k azok t\u00falzott elhaszn\u00e1l\u00f3d\u00e1s\u00e1t \u00e9s \u00e9rt\u00e9kcs\u00f6kken\u00e9s\u00e9t. A m\u0171szaki \u00e1llapotfelm\u00e9r\u00e9s elv\u00e9gz\u00e9s\u00e9\u00e9rt \u00e9s a kapcsol\u00f3d\u00f3 karbantart\u00e1si tev\u00e9kenys\u00e9gek\u00e9rt az \u00e9p\u00edtm\u00e9ny tulajdonosa, haszn\u00e1l\u00f3ja vagy \u00fczemeltet\u0151je felel. A m\u0171szaki ellen\u0151rz\u00e9sek v\u00e9grehajt\u00e1s\u00e1hoz szakk\u00e9pzett szakemberekre van sz\u00fcks\u00e9g, akik megfelel\u0151 szaktud\u00e1ssal \u00e9s tapasztalattal rendelkeznek a vonatkoz\u00f3 ter\u00fcleteken.\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

A vizsg\u00e1latok sor\u00e1n felmer\u00fcl\u0151 hi\u00e1nyoss\u00e1gokat vagy hib\u00e1kat azonnal jelezni kell az illet\u00e9kes hat\u00f3s\u00e1goknak, \u00e9s halad\u00e9ktalanul orvosolni azokat. A m\u0171szaki felm\u00e9r\u00e9s eredm\u00e9nyeit dokument\u00e1lni kell, \u00e9s azokat rendelkez\u00e9sre kell bocs\u00e1tani az illet\u00e9kes hat\u00f3s\u00e1gok sz\u00e1m\u00e1ra, valamint meg kell \u0151rizni a j\u00f6v\u0151beli ellen\u0151rz\u00e9sek c\u00e9lj\u00e1b\u00f3l.<\/span><\/p>\n

G\u00e1zberendez\u00e9sek \u00e9s k\u00e9m\u00e9nyek fel\u00fclvizsg\u00e1lata<\/span><\/h2>\n

B\u00e1r a <\/span>2008. \u00e9vi XL. t\u00f6rv\u00e9ny a f\u00f6ldg\u00e1zell\u00e1t\u00e1sr\u00f3l<\/span><\/a> \u00e9s a <\/span>54\/2014. (XII. 5.) BM rendelet<\/span><\/a> az Orsz\u00e1gos T\u0171zv\u00e9delmi Szab\u00e1lyzatr\u00f3l foglalkozik a g\u00e1zberendez\u00e9sek \u00e9s k\u00e9m\u00e9nyek biztons\u00e1g\u00e1val, nem r\u00e9szletezik pontosan az id\u0151szakos ellen\u0151rz\u00e9sre vonatkoz\u00f3 el\u0151\u00edr\u00e1sokat. A t\u00f6rv\u00e9ny \u00e9s rendelet alapvet\u0151en a biztons\u00e1gos m\u0171k\u00f6d\u00e9sre, karbantart\u00e1sra \u00e9s az \u00e1ltal\u00e1nos el\u0151\u00edr\u00e1sokra \u00f6sszpontos\u00edt.<\/span><\/p>\n

\u00a0<\/span><\/p>\n

A g\u00e1zk\u00e9sz\u00fcl\u00e9kek \u00e9s k\u00e9m\u00e9nyek id\u0151szakos ellen\u0151rz\u00e9s\u00e9nek el\u0151\u00edr\u00e1sai ink\u00e1bb a k\u00fcl\u00f6nb\u00f6z\u0151 szabv\u00e1nyokban \u00e9s rendeletekben tal\u00e1lhat\u00f3k meg. Az ellen\u0151rz\u00e9si id\u0151k\u00f6z\u00f6ket \u00e9s a sz\u00fcks\u00e9ges karbantart\u00e1si munk\u00e1kat \u00e1ltal\u00e1ban a gy\u00e1rt\u00f3k aj\u00e1nl\u00e1sa \u00e9s a helyi el\u0151\u00edr\u00e1sok alapj\u00e1n hat\u00e1rozz\u00e1k meg.<\/span><\/p>\n

A k\u00e9m\u00e9nyek id\u0151szakos ellen\u0151rz\u00e9s\u00e9re vonatkoz\u00f3an a k\u00e9m\u00e9nysepr\u0151-ipari szolg\u00e1ltat\u00f3k \u00e1ltal v\u00e9gzett ellen\u0151rz\u00e9seket szab\u00e1lyozza a <\/span>2012. \u00e9vi CXXVIII. t\u00f6rv\u00e9ny<\/span><\/a> a k\u00e9m\u00e9nysepr\u0151-ipari szolg\u00e1ltat\u00e1sr\u00f3l. Ez a t\u00f6rv\u00e9ny hat\u00e1rozza meg az ellen\u0151rz\u00e9si id\u0151k\u00f6z\u00f6ket \u00e9s a k\u00e9m\u00e9nysepr\u0151-ipari szolg\u00e1ltat\u00f3k feladatait. \u00c1ltal\u00e1noss\u00e1gban a k\u00e9m\u00e9nyek \u00e9s \u00e9g\u00e9sterm\u00e9k-elvezet\u0151 rendszerek ellen\u0151rz\u00e9se \u00e9s tiszt\u00edt\u00e1sa \u00e9vente egyszer t\u00f6rt\u00e9nik, de egyes rendszerek eset\u00e9ben elt\u00e9r\u0151 id\u0151k\u00f6z\u00f6k is el\u0151\u00edrhat\u00f3k.<\/span><\/p>\n

A m\u0171szaki ellen\u0151rz\u00e9s sor\u00e1n a szakember ellen\u0151rzi az \u00e9p\u00edt\u00e9si dokument\u00e1ci\u00f3kat, a tervdokument\u00e1ci\u00f3kat, valamint a helysz\u00edni munk\u00e1latokat \u00e9s a kivitelez\u0151 \u00e1ltal haszn\u00e1lt anyagokat.<\/span><\/p>\n
